Clinton Tax Plan Would Place 4% Surcharge on Incomes Over $5 Million
“Right now we’re behind and we have to get the wealthy and the corporations to pay their fair share”, the Democratic presidential front-runner said at a campaign rally in Waterloo, Iowa.

Mrs. Clinton’s move puts her on the opposite side of the leading Republicans, who have called for an immigration crackdown and promised to try to deport most illegal immigrants.
Rivals for the Democratic nomination Senator Bernie Sanders of Vermont and former Maryland Governor Martin O’Malley have both spoken out against the raids, and participated in the forum. It’s characterized as a surcharge rather than a 4 percentage point increase in the top marginal tax rate because the intention is to levy the fee on all income above the $5 million line regardless of the source of the income.
Note: Hillary’s pre-recorded chat with Chris aired while the Fusion “Black and Brown” presidential forum was taking place in Iowa. Nine months after announcing her candidacy, Clinton suddenly called into Chris Hayes’ MSNBC show tonight to announce her proposal for “a new fair share surcharge.” . Higher taxes on the rich are one way she wants to pay for her proposals.
Democrat Hillary Clinton on Monday called on the Obama administration to stop raids at homes of Central American immigrant families and provide attorneys for all children who arrived at the U.S.-Mexico border without parents.
When we talk about people who are really doing well – a million dollars or more, and the surcharge on $5 million or more, you know, that’s a relatively small number of families.
“I’m glad that Secretary Clinton is proposing this type of approach, which we’ve been consistently advancing for since the very beginning, frankly”, said Arturo Carmona, Latino outreach director for Sanders’ campaign.
While Mrs Clinton has said a tax code that favours nurses and truck drivers over hedge fund managers could pay for job, infrastructure, and health research initiatives, Mr Sanders said the plan isn’t bold enough. The income-tax surcharge is the first part of her push, with more tax policies to be released later this week, a campaign aide said.

She has also pledged not to hike taxes on families earning less than $250,000 per year. Clinton will introduce additional tax ideas aimed at the wealthy later this week, the official said. “It’s not just her, or the avowed socialist running against her. Believe it or not, multiple Republican candidates for president support new taxes on the American people”. “How far would we go to protect them?” he said. In 2013, after tax rates on ordinary income and capital gains went up, the top 400 paid an average rate of 22.9%.
