The agreement was criticised in South Korea for failing to extract Japan’s acknowledge of “legal” responsibility and the absence of Abe’s unequivocal apology for the “forced” recruitment. During that time, Japanese soldiers forced thousands of women in its occupied territories in Asia – including China and the Philippines – into sexual slavery at their disposal, a campaign of violence that ended only when war burned through Asia, Europe, North Africa and the South Pacific in the 1930s and ’40s.

South Korea never agreed to relocate the statue and the terms of the deal apply to both sides, the ministry said in a post. The few women who survived this trauma-only 46 are alive in South Korea-have rallied and they received support for their cause from most Koreans.

Japan’s fund to help women forced into its wartime military brothels will be contingent on removal of a statue of protest in Seoul, a Japanese government source said, a development that could overshadow a recent deal to settle the issue.

Separately, the Seoul Central District Court said it would hear a suit brought by 10 former “comfort women” for damages of $85,000 each.

The lawsuit was first launched in 2013 by 12 South Korean women, but it went to a mediation process which was then rejected by the Japanese government, Yonhap News Agency reported. The fact that Tokyo had resisted direct compensation to the victims prompted former comfort women and activists to criticize Japan for what they saw as an avoidance of official responsibility.

Denunciations came even from the ruling party’s lawmakers as the deal between Seoul and Tokyo lacked enough communications with the comfort women victims and left many controversies.

Hundreds of South Koreans people gathered in front of the Japanese embassy in Seoul to hold a “Wednesday rally” that has been staged every week for more than 20 years.

South Korea only said it “will make efforts to resolve the issue in an appropriate manner by holding discussions with the related organization”.

Tokyo has requested to close the dispute permanently and dismantle a monument dedicated to the comfort women installed in front of the Japanese Embassy in exchange.

South Korea will hold a parliamentary election in April 2016 that will likely serve as a harbinger for the 2017 presidential election, which Park can not run in.
