After Congress members staged a walkout, Minister of State for Parliamentary Affairs Rajiv Pratap Rudy disapproved of their action to first disrupt the Question Hour by storming the Well and seeking to have their say in the Zero Hour. “No President or Governor gave directions as to who will sit on Chair, what item will be taken up, who will be removed”, Azad said.

Sloganeering over the “political crisis” in Arunachal Pradesh marred the proceedings in the Lok Sabha for the second successive day today, with the Congress trying to raise the matter to discuss developments since yesterday.

In a session which is witnessing a near washout, especially in the upper house, Ansari’s call for a meeting is for a last push to hold some legislative business and approve key reform legislation that have been delayed due to disruptions.

This led to protests by a section of the opposition including Asaduddin Owaisi (AIMIM) who wondered why the Minister did not speak when the Congress members were in the House.

The Congress leader also said the governor had requisitioned central forces to the state without the chief minister’s knowledge.

Azad said neither the President of India nor any Governor can call a session of Parliament or Assembly without the Cabinet approval.

When some members raised the issue of hike in excise duty of petroleum products, Naidu said the government was open to discuss the issue provided the time is allocated by the Speaker.

Speaker’s words did not evoke any response as the protesting Members continued with the slogans. However, Chairman Hamid Ansari persisted on taking up Question Hour and three listed questions were taken up in Rajya Sabha amid pandemonium.
