Referring to the unrest in Kashmir Valley, the Home Ministry note said between July 8 and September 6, there were 1,732 law and order related incidents in which 60 civilians and two security personnel lost their lives.

The centre will also scrutinise their bank accounts and complete investigations in cases involving them as it seeks to send out a strong message against inciting young people in Kashmir, torn by violent clashes that have left over 70 people dead and almost 10,000 injured since July 8, when Hizbul Mujahideen terrorist Burhan Wani was killed.

“This government is serious about national security as well as the welfare of the people across the country including in Jammu and Kashmir”.

The members requested the Central and state governments to take steps for a dialogue with all the stakeholders.

AP adds from New Delhi: Indian government troops will begin using some chili-filled shells instead of shotgun pellets to control angry crowds in the Indian-administered portion of Kashmir, Home Minister Rajnath Singh said Sept.5. “We also appeal to the state government to take proper steps for the government institutions in the state to start working”. “If all they had to do was issue this tame & sterile appeal they could very easily have done so without wasting the time and money on a visit”, Omar said after the delegation released a statement on its two-day visit to Kashmir. The Union minister said on Monday that “what the separatists did was neither Kashmiriyat, insaniyat (humanity) and they don’t even believe in jamhooriyat (democracy)”.

“Very positive development on the ground, that Kashmir being a sensitive state, the government has been able to bring all parties speaking one voice”.

He said the government needed to take some confidence-building measures for peace in Kashmir.

The delegation had, during their visit to Srinagar and Jammu, met several groups of people from various sections of society and heard their views on ways of ending the crisis in the state.

According to the note, other political points include establishment of a camp secretariat in Jammu for the whole year, Jammu and Kashmir should have SC/ST and Minority Commissions, Leh should be given Union Territory status, West Pakistan Refugees should be allowed to participate in Panchayat polls.

Sitaram Yechury, General Secretary of CPM also said the home minister Rajnath Singh had said that a “crackdown on separatists is absolutely wrong”, reported ANI.
