Leader of the Opposition Ghulam Nabi Azad accused the BJP of “murdering the Constitution”, saying the governor, appointed by the President on recommendation of the Narendra Modi government, has violated the provisions of the Constitution in deciding to advance the Assembly session.
The Rajya Sabha on Tuesday saw proceedings disrupted due to repeated adjournments for various periods and finally for the day as opposition members created a ruckus over CBI raids at the Delhi chief minister’s office as well as convening of the Arunachal Pradesh assembly session by the governor.
In the High Court, Justice Hrishikesh Roy observed prima facie that the exercise undertaken by the Governor advancing the Assembly session to December 16, 2015 is in “violation of Article 174 and 175 of the Constitution”.
The winter session of the Arunachal Pradesh legislative assembly was held at a community hall on Wednesday with participation of only 34 legislators, including the deputy speaker in chair. As many as 33 members of the 60-member House, including 20 Congress dissidents, later elected Kalikho Pul, another Congressman dissident, as the new Chief Minister.
The Governor on December 9 last had advanced the Assembly with an order to take up the impeachment motion notice against the Speaker served by 11 BJP MLAs and two independent members, as the foremost business of the house.
Governor Rajkhowa had a few days ago issued orders for convening the three-day Winter Session from December 16 to 18, modifying the earlier order of summoning the House from January 14 to 18.
“Such conduct of a highest constitutional authority is unprecedented”.
Amid protests from BJP benches, Hooda said an invitation to him for an event in Rohtak, the constituency he represents, was withdrawn.
They alleged that he had accepted the resignation of two rebel Congress MLAs, Gabriel D Wangsu and Wanglam Sawin, which were not submitted by them to him. We want house to function. “It is a Congress government with absolute majority of 47 members but looking at the situation we are compelled to bring this motion”, Taga said.
“Incidentally, the Minister of State for Home, an elected MP from Arunachal Pradesh, is in-charge of North-eastern States”. On Wednesday, a group of Congress leaders, including party President Sonia Gandhi and Vice-President Rahul Gandhi, led a delegation to President Pranab Mukherjee and lodged a protest against the governor.
Noting some dissident Congress legislators were lured by the Bharatiya Janata Party to topple the government in the state, the party said that governor has to act on advice of the council of ministers but was playing a “hideous game”.
