Congress says Arvind Kejriwal has no ‘moral right to remain in power’

The campaign will make people aware about the appointment of the 21 MLAs as Parliamentary secretaries “against the rules” and seek their support to demand their resignation following “rejection” of the Delhi government bill for validating the appointments by the central government, he said.

In Bengal, the Mamata Banerjee government had appointed 23 parliamentary secretaries in 2013 through a legislation.

Delhi government had announced a compensation of Rs 1 crore to Khan’s family members while Union Home Minister Rajnath Singh had announced an ex gratia of Rs 25 lakh to the bereaved family. But they have not been disqualified.

Goa Aam Aadmi Party spokesperson Rupesh Shinkre replied in the affirmative when asked about Kejriwal’s visit to the coastal state to launch the “Goa Dialogues” programme.

Kejriwal alleged that PM Modi was indulging in political vendetta against his government as the BJP was yet to “digest” its defeat in Delhi polls.

The AAP leader was talking about the crisis his government is facing as the MLAs, who were appointed parliamentary secretaries by the Delhi Government, stand to be disqualified after the President rejected a Bill amending the law regarding Office of Profit.

Earlier, it was reported that several AAP parliamentary secretaries had told the Election Commission in early May that their post was similar to an “intern” or a “volunteer assistant” attached to a Cabinet minister.

The President has sought the opinion of the Election Commission.

Petitions had been filed with the President seeking disqualification of these MLAs on the ground that they occupied office of profit in violation of the Constitution. Moreover, no other political party has nominated almost one-third of members of the assembly to such a post. The remaining three are BJP legislators.

In a press conference, Arvind Kejriwal said, “I request Modiji with folded hands, your fight is with me”.

All the parliamentary secretaries have argued that the legislators were elected directly by the people and the government does not enjoy any control over them.

BJP hit back at Kejriwal for questioning the credibility of the President’s office over the refusal, and accused him of being “obsessed” about attacking Modi for no rhyme or reason.

A parliamentary secretary works as a Minister of State or a junior minister in the department assigned. Even on office of profit, a number of divergent orders have been pronounced by the courts to the point that it can apply even when the holder of office has not financially benefitted from the post.

“This is an open and shut case”.

Chadha said the Parliamentary Secretaries don’t get additional benefits from the government by the virtue of holding that post.
