The U.S. Postal Service announced Thursday that a first-class stamp for a 1-ounce letter will cost two cents less, down to 47 cents, beginning Sunday.

A year ago alone, the post office posted a loss of $5 billion.

Wild horses of Maryland’s and Virginia’s Assateague Island National Seashore were previewed this week as the third of 16 Forever Stamp images to celebrate the National Park Service’s 100th anniversary.

The Postal Service is seeking Congressional action to reinstate and make the exigent surcharge permanent. The US Postal Service opposed the decrease, saying it adds up to about $2 billion in much needed revenue annually. The surcharge will be removed April 10.

Now, the Postal Service says, the new price cut is due to the discontinuation of a surcharge on mailing services and products that began in January 2014 to help USPS recoup lost revenue from the Great Recession.

Commercial and other postage rates also are declining.
