St. Paul Police Chief Todd Axtell said some of the protesters turned into criminals, leaving him “absolutely disgusted”.
“We’re convinced that this suspect had other plans”, he said.
“We don’t know the scope of his plans yet”, Brown said.
The arrests follow the fatal shooting of five officers in Dallas.

The police chief told reporters that Johnson, who used a high-powered rifle, may have been planning a major bomb attack, with a “large stockpile” of bomb-making materials found at his home.
