Two wastewater-treatment plants were so damaged by Meramac River floodwaters near St. Louis that raw sewage spewed into the river.

“We are breathing a bit easier”, said Sandra Cabot, director of tourism for the historic French settlement that dates to the 18th century.

“[The] Missouri National Guard has supported 14 state emergencies since 2009, including major flooding in 2011”.

More than 500 National Guard soldiers and airmen reported to Missouri for weather-related assistance, including directing traffic, providing security around breached levees and evacuated areas and helping sandbag areas. Some points along the river topped the 1993 record by just over a metre, forcing the evacuation of hundreds of homes and businesses in southwest St. Louis suburbs. But the shopping district along the lake was still open, Fire Chief Ted Martin said, adding, “it has been packed with people, and I don’t know where all of them have come from”.

“Safety is our first priority and due to rising flood waters, Exxon Mobil’s Memphis Terminal has closed its facility”, said company spokesman Todd Spitler in an email statement.

But Steve Danner, the adjutant general of the Missouri National Guard, says more help is needed, so he asked the Iowa National Guard to also assist with the water purification effort. A spokesperson told the Associated Press that typically, 76,000 vehicles pass through the area on a daily basis.

“So that’s going to be a significant relief”, Shaunda White said.

As flood waters spilled onto neighboring farms and residences, Tatum said the situation was “pretty dire”. Parts of those highways, including a 24-mile stretch of I-44, were closed because of flooding earlier this week.
