Death toll rises as storm survivors pick up pieces across South
Governor Greg Abbott of Texas made disaster declarations on Sunday for four counties – Dallas, Collin, Rockwall and Ellis – and warned that the number of victims could rise. Widespread floods have forced almost 140,000 people from their homes in Paraguay, Argentina, Uruguay and Brazil following days of torrential rains that drenched a region where the countries border each other.

The bad weather, or the threat of it, prompted the governors of Missouri and New Mexico to declare states of emergency.
Those with flights through Dallas, St. Louis, Indianapolis and New Orleans should expect delays, according to AccuWeather.
Initial analysis from the National Weather Service showed the Texas storm system produced six tornadoes, which were notable for their intensity during this time of year.
“By Sunday morning, the snow, sleet and freezing rain will expand northeast across the southern Plains”, the NWS said.
A year ago, a tornado hit south-eastern MS, killing five people and injuring dozens more. Heavy rain and wind hampered cleanup efforts on Sunday afternoon.
At least eight people died in Garland, near Dallas.
“I think everyone understands now the gravity of what happened”, Anita Foster, spokeswoman for American Red Cross of North Texas, said on WFAA television.
In the nearby city of Garland, Texas, officials said an EF-4 tornado touched down around 6:45 p.m. Saturday.
New Mexico state troopers had responded to about 250 vehicular accidents in the previous 24 hours and crews were working around the clock on clearing roads and conducting any needed search-and-rescue operations.
Three people also died in Collin County, northeast of Dallas.
The rash of severe weather has spawned deadly tornadoes in Texas, intense flooding in the Midwest and blizzard conditions in New Mexico. Interstate 40, the main east-west highway across the Panhandle, was nearly completely shut down. At least six people have died in the flooding, including four soldiers from another country who were temporarily stationed at Fort Leonard Wood, Pulaski County Sheriff Ronald Long said in a statement late Sunday.
The National Weather Service has issued severe weather advisories for large parts of the central United States, including a blizzard warning for parts of New Mexico, Texas, Oklahoma and a flash flood watch stretching from Texas to Indiana.
In southwest Missouri, the Missouri State Highway Patrol told KYTV that authorities recovered the body of a driver from a creek in northern Greene County on Sunday.
Three adults and two children drowned in southern IL when a vehicle carrying them was swept away as a result of heavy rain.

In the Southeast, two more deaths linked to weather were reported Saturday in MS, bringing that state’s death toll from severe weather over Christmas to 10.
