Delhi Adopts Odd-even Scheme; Kejriwal ‘Overwhelmed’ By Response
They have achieved the impossible and I am hopeful that Delhi will scale greater heights in the days to come. “Delhi will lead the way”. Delhi Tourism minister Kapil Mishra was the first to ride to the Secretariat on his motorbike a few minutes before 9 am.

“I appeal to people to cooperate with Delhi Traffic Police for 15 days”, said Bassi, assuring that adequate personnel have been deployed for implementation of the scheme throughout the city. But it is too early to measure the impact of this measure on the pollution levels in the capital that have consistently shot past World Health Organization safety levels this winter. The private vehicles are free to play on roads before 8am or after pm. “The offender, who was driving a vehicle with its registration number ending with 2 (even), was prosecuted”, said an official and added, “The offender claimed that he knew about the restrictions but had no other option”. “We expected around 10 per cent to violate (the scheme) but less than one per cent (did)”, state home minister Satyendar Jain said. “We should not term the initiative unsuccessful even before it starts”. The real test of the drive, the administration agreed, would be on January 4, the first working Monday of the year.
Delhi Police agreed that most of Delhi was abiding by the odd-even policy.
The odd-even formula is aimed at mitigating spiralling air pollution levels with the stipulation today that private cars bearing odd-registration plates will ply on city roads. “John Lennon” You may say I’m a dreamer.
“I would like to thank Delhi Traffic Police, civil defence volunteers and sub divisional magistrates for their cooperation”, Rai said.
Delhi government also hired 3,000 private buses and arranged additional metro rides to manage the extra pressure on public transport. “Cycling was peaceful today”, a security guard, Shailendra Singh, said. However, there was low commuter traffic on buses across the city on Friday.
Over 200 challans were issued to autorickshaw drivers who refused fare or harassed passengers, Rai said.
According to the transport department, more than 50 lakh of the 92 lakh vehicles registered in Delhi are two-wheelers.
Shiv Kumar Sharma, a civil defence volunteer from Geeta Colony circle in east Delhi, said his group was able to persuade some motorists to turn back. Simultaneously, he also got a heads up on the the odd-even vehicle operations that started at 8 am Friday. Kejriwal’s comments came two hours after the commencement of the radical scheme. Transport minister Gopal Rai was equally happy as he thanked not only citizens but also the Delhi Police for their help in implementing the plan.
