Every Chicago police officer that responds to service calls will be equipped with a Taser (NASDAQ:TASR) weapon by late spring, in Mayor Rahm Emanuel’s latest move as part of an overhaul of the Chicago Police Department’s lethal force policy.

“If everyone is calling for a Taser, and no one has it, we have a problem”, Emanuel said. The Police Department has also updated its policies to encourage officers to de-escalate situations whenever possible, with training scheduled to start next week.
A video captured on the cop’s dashboard camera showing the youth retreating from the officer before being shot was withheld from the public for more than year by Mr Emanuel.
In addition, the city will double the number of tasers issued to officers to 1,400 and encourage their use rather than firearms.
There is a use-of-force module for every type of interaction officers have from the time they arrive at a scene, and the new policies will be emphasized in each module layer.
Last month, prosecutors announced an officer would face a first-degree murder charge in the 2014 shooting death of 17-year-old Laquan McDonald.
On Dec. 9, Emanuel held an emotional news conference apologizing for McDonald’s death.
US Attorney General Loretta Lynch announced on December 7 that the US Justice Department would investigate the “patterns and practices” of the Chicago Police Department.
After Christmas, Chicago police fatally shot 55-year-old mother Beattie Jones and 19-year-old Quintonio LeGrier, who was being “combative” toward officers. He returned home to find activists, already outraged by his handling of the McDonald shooting, freshly enraged by the accidental shooting of Jones. “Helping officers make that distinction – and the training that goes with it – is essential”. The Cleveland Police Department has also been heavily criticized for the shooting death of 12-year-old Tamir Rice last November. Most U.S. police receive little or no training on how to de-escalate crisis situations involving the mentally ill or people under the effect of drugs or alcohol, despite the growing frequency of such encounters and fatal results in a number of recent cases.
Police officers had responded to a 911 call about a domestic disturbance in the west of the city.
“Our goal is to change the way officers think when they approach an incident”, interim superintendent John Escalante said. Of almost 1,000 people shot and killed by police nationwide this year, almost a quarter were either suicidal or had a history of mental illness, according to a Washington Post database. In the last few weeks calls for his resignation, from protesters in the street, church leaders and others, have grown louder every day.
“I submit the graphic dash cam video will have a powerful impact on any jury and the Chicago community as a whole”, he wrote. Police have said that Mr McDonald refused to comply with orders to drop a knife he had been wielding.
