Duluth School Board Faces Budget Deficit

Board documents showed that the district’s central office has been reduced by 355 staff members without affecting services needed to support student, staff and schools for the 2017-18 school year. However, because the two new hires were brought in above salary schedule, the Step 9 hire began with a yearly salary of $71,610, while the Step 15 hire started with $85,442 during their first year in the district. “They are hard-to-fill positions, and that was a big part of it”.

“Improving education not only requires restrictions on students, but also requires allowing teachers to have proper standards of living and getting rid of corruption in schools”, she said.

“Everything we have through our special education department has contracted services with the IU”, Fisher said.

Add to that the operating costs involved in opening three new schools – Engineering and Science University Magnet School (which is opening Tuesday), New Haven Academy and the Dr. Reginald Mayo Early Learning Center.

The resolution states that if the legislation is passed, “Revenue from increased personal income and sales taxes will leave local communities and be placed into an education funding account for the Commonwealth to determine how it will be distributed, thereby removing the ability of local boards to be responsive and accountable to their community”.

“It puts you into a leadership role in your classroom and your school district”, he said.

The move was seen by several board members as a way to explore possible cost-saving options in light of a projected $59,000 cafeteria loss for next year. In Detroit, those rankings occurred under state-imposed emergency management.

When a parent, Chris Parkin of Indian Hill Road, was in the middle of a statement asking the Board of Finance to accept the “imperfect” school budget as presented by Superintendent Tom McMorran, he was interrupted by Board of Finance chairman Bill Alvarez who asked him to keep his comments short “considering the late hour”.

“After she looked into it, there was no intent or ability to follow through on his remarks, and there’s no further action”, the spokesperson said. The worst case is a deficit of more than $2 million. That was years worth of kids attending schools that weren’t preparing children for anything. The commission has not raised taxes for schools in more than a decade.

“We can monitor absences, dropouts, class passing and transferring students”, he said. This budget will provide better access to school breakfast programs with a $2 million investment in state funds to leverage and maximize up to $20 million in federal funding to enhance current programs.

Without local funding sources, decisions about the education of Pennsylvania children would increasingly take place in Harrisburg rather than in local communities. “That would increase accountability and increase resources”, he said. “We want the new superintendent to be hands-on with the hiring process”.

“We’ve been negotiating (raising) the experience cap”, Blow said.
