The Chicago Police Department studied other police departments around the country to shape its new policing guidelines, Police Superintendent John Escalante said Wednesday, including the NY and Seattle police departments.
In the latest police shooting to make national headlines, Chicago officers responded to a call from the father of Quintonio LeGrier, a young man he described as “mentally disturbed” who was reportedly threatening him with a baseball bat.

The plan to outfit the force with a lot more tasers responds to a concern raised by the McDonald shooting.
Yet he emphasized, “Willful misconduct and abuse can not and will not be tolerated”, as it “undermines” other officers and the law-enforcement system. The emails do not appear to contradict Emanuel’s claim, though they indicate serious concern at City Hall that the video could pose a major public-relations problem.
Emanuel told reporters Wednesday that just because officers are trained to use lethal force does not mean they should use it indiscriminately. The shooting occurred in October of a year ago.
The mayor said interim Police Supt. “The people in charge are continuing to give (some officers) a pass. It happens over and over and over again”.
Police said LeGrier was being “combative” before he was shot Saturday.
Quintonio LeGrier, a 19-year-old Northern Illinois University student, and his neighbor, 55-year-old Bettie Jones, died in the December 26 incident.
Chicago Mayor Rahm Emanuel is back in Chicago after cutting short a family vacation in Cuba following another high-profile police shooting over the weekend. Frontline officers and police dispatchers will receive training in crisis intervention, how to deescalate tense situations and also how to best communicate critical details about what the officer should expect when arriving on scene.

ABC affiliate WLS-TV reported Thursday that hundreds of emails related to a separate officer-involved shooting, the April shooting that left teenager Laquan McDonald dead. Advocates for the program say that number should be 25 to 35 per cent.
