The Notting Hill Carnival started in the 1960s, when the area had a high population of immigrants recently arrived from the Caribbean and was notorious for its slums – a far cry from today when it is one of London’s most expensive places to live.

‘The public should be aware of the risk of localised impacts from heavy rain and flooding, which may affect travel and some outdoor events’.

“Lightning may be an additional hazard”.

Up to 25mm, or half a month of average rain, could fall in some areas, becoming increasingly heavy throughout the day before spreading to the North overnight.

By 7pm today there had been 86 arrests – 23 more than at the same stage past year.

The majority of arrests involved drugs, violence and weapon offences, but also included assault on police and public order offences.

Yesterday a 15-year-old boy was charged for possessing a knife and banned from attending the Carnival.

Police this week arrested dozens of people in dawn raids against potential troublemakers ahead of the street party.

He will appear in court in mid-September.

Users experience feelings of euphoria, relaxation and calmness, but it can also cause dizziness, difficulty to think straight and laughing fits.

The arrests were predominantly made for drug offences, including possession with intent to supply.
