But software cheats are hard to root out. The agreement on this package, in addition to the already adopted RDE test procedures, it was felt will enable the European Union to have ambitious and robust real driving emissions testing scheme in place.
For its part, Germany faces resistance to any toughening of the test regime from its powerful motor industry.
The European Commission said it was up to national governments to carry out investigations and that it was too early to see whether European-level surveillance was necessary.

“The Commission is offering to facilitate the exchange of information between member states”. If under-reporting of emissions is found to be prevelant in Europe, it could result in significantly higher environmental impacts than in the US.
