Ex-diplomat not expecting role in talks on detained student
Otto Warmbier is the second person from southwest OH to be detained in North Korea in less than two years.

North Korea said Friday it had arrested a usa student who, under orders from Washington, had engaged in an unspecified “hostile act” after entering the country on a tourist visa.
North Korea’s official KCNA news agency claimed in a report that the University of Virginia student “was caught committing a hostile act against the state” that was “tolerated and manipulated by the USA government”.
“We should find various and creative approaches, including attempting to hold five-way talks excluding North Korea”, Park said during a policy briefing with top ministers. “The welfare of US citizens is one of the department’s highest priorities”, said Mark Toner, the department’s deputy spokesman.
The United States and North Korea are in a technical state of war because the 1950-53 Korean War ended with an armistice, not a peace treaty.
