Emergency crews were called to the Celsa Manufacturing plant in Cardiff amid reports of an industrial accident.
“Our immediate thoughts are with the individuals affected and their families”.
Steelworkers Union Community has said it understands the incident is in the bar and rod mill area of the site, not the actual plant itself.
South Wales Fire and Rescue Service arrived at the Celsa Manfuacturing facility on East Moors Road, Splott.
Superintendent Stephen Jones, of South Wales Police, told reporters at the scene: “Two bodies have been found. A recovery operation is now under way and police, fire and ambulance personnel remain at the scene”.
“Clearly we must let the emergency services do their important work and we await further news”.
Health officials said while its “major incident protocol” for the incident had ended, it warned there still could be delays for non-urgent patients attending the University Hospital of Wales.
A Welsh Ambulance Service spokesman said: ‘The picture is still unclear, but it appears we are dealing with potentially five casualties’.
More than two dozen fire engines and ambulances were deployed, along with the air ambulance.
The Filton air ambulance and a Hazardous Area Response Team were also rushed to the site on East Moors Road.
She advised the public to think carefully if they need to attend the unit and to make use of other health services.
A Celsa Steel United Kingdom spokesperson said: “It is with great sadness that we can confirm that two colleagues have passed away and four have sustained minor injuries”.

“My thoughts are of course with the workers caught up in this incident, and their families, and the emergency services responding at the scene”, he said.
