Fairfield: 4-year-old boy drowns in bathtub
Police say neighbors peered out their windows, a woman walking by stopped to watch and a driver even pulled over on the narrow residential street out of concern.

A 51-year-old woman has been arrested on suspicion of intentionally drowning her 4-year-old grandson, according to Fairfield police.
Police and fire crews went to a house in the city where they found the four-year-old boy unresponsive.
Motive for the alleged killing of the child has not been released.
Dawn Diana Raines-Hewes, a resident of Fairfield, was arrested Tuesday night and charged with murder.
Two other grandchildren – a 1-year-old girl and a 6-year-old girl – were also under Raines-Hewes’ care. They then arrived at the scene and tried to resuscitate the boy.

An investigation by Fairfield police detectives determined the boy was in the custody of and being cared for by Dawn D. Raines-Hewes, 51, of Fairfield. Authorities said the death was suspicious and Major Crimes Unit launched an investigation into his death.
