Father, son accused of holding girl captive in OH basement

Former firefighter Timothy Ciboro, 53, and his son Esten Ciboro, 27, were arrested and charged with kidnapping and child endangerment last night. Each is being held on $500,000 bond.

A father and son from Toledo are accused of chaining a 13-year-old girl to a pole in their basement for up to a year, and forcing her to defecate and urinate in an ammonia-filled bucket.

The teenager broke out on Wednesday night, using a spare key she found and kept hidden until both of her alleged captors left the house in Toledo, Ohio. She also had to go to the bathroom in a bucket that contained ammonia, according to court documents.

Robin Reese, the executive director of the Lucas County Children Services said that the agency has been aware of the Ciboro family since at least 2014 when someone saw the girl pick up a discarded bag of french fries from a a garbage container in a park and then eat them.

The girl was home-schooled, Reese said. She said her father had taken the children in.

The girl, who is related to the men, told officers she was shackled after wetting the bed.

The girl said she lived on the 800 block of Noble Street with her step-father, Timothy Ciboro, step-brother and two other siblings.

The teen told the woman that her mother had left her and her two siblings and gone to Las Vegas.

Toledo, Ohio, court records indicate Timothy Ciboro has an extensive criminal history spanning almost 30 years.

When crews arrived at the home, Timothy and Esten, along with two other children and two pets were leaving in a van. Fire chief Luis Santiago was asked if he had been a good employee. Investigators stopped them in front of the house just as they were about to leave.

Travis Bell, who lives on the same street as the family, told NBC 24 that the family “didn’t want to talk at all” and that he had never seen the girl. Castro hanged himself in prison in 2013 after being sentenced to more than 1,000 years when he pleaded guilty to 937 counts including kidnapping and rape involving three women he kept hostage in his home.
