Two teenagers were wounded Sunday night in a drive-by shooting near where Brown died, while another – 18-year-old Tyrone Harris Jr. – was shot by officers who said he opened fire on their unmarked police vehicle.
The latest state of emergency means St. Louis County police will be in charge of policing Ferguson.
Harris has been charged with first-degree assault on a law enforcement officer, armed criminal action and discharging or shooting a firearm at a motor vehicle.
The street has been the focus of demonstrations marking the anniversary of the shooting death of 18-year-old Michael Brown. Karriman said the group stepped in only after Missouri Gov. Jay Nixon declined to summon the National Guard in the aftermath of the grand jury decision.
Meanwhile, the return of an armed militia group patrolling the streets of Ferguson drew criticism from protesters and Belmar.

In addition to one drive-by-shooting, a number of demonstrators had thrown rocks and iced bottles of water at police. About 150 people were arrested during demonstrations Monday and early Tuesday morning.
Still though, more than 20 people were arrested.

Earlier in the day, approximately 50 protesters shut down Interstate 70, a busy four-lane highway, and multiple arrests were made.
