Finance Minister Hoshiyar Zebari said the capture of Ramadi was “a done deal” but said the government had to do more to rebuild the city and encourage displaced people to return.

Troops have raised the Iraqi flag on top of the government compound in central Ramadi, military spokesman Brig.
Security officials have said the forces still need to clear some pockets of insurgents in the city and its outskirts.
Mosul, 250 miles north of Baghdad, has been designated by the government as the next target for Iraq’s armed forces after they retook the western city of Ramadi.
“By controlling the complex this means that they have been defeated in Ramadi”, Sabah al-Numani, a spokesman for the force leading the fight on the government side, was quoted by Reuters as saying on December 27.
Regarding the recapture of Ramadi, U.S.-led coalition spokesperson Colonel Steve Warren said in a statement that the battle’s result was a positive development.
Then in November, al-Abadi’s forces announced a major push to recapture Ramadi, warning residents to leave and advancing quickly across the Euphrates River.
The jihadists were said by Iraqi generals to have been forced out of the centre and the local government headquarters in the city west of Baghdad, the loss of which in July was a severe blow to Baghdad.

Iraqi soldiers stormed the center of Ramadi last week, backed by airstrikes from the U.S.-led military coalition.
Across the city meanwhile, military engineering teams were clearing bombs from the streets and nearby buildings, al-Belawi said, even as sporadic clashes were underway in outlying parts of the city.
With the help of Shiite militias, the Iraqi government drove the Islamic State out of the city of Tikrit as well as the northern city of Baiji.
Iraq’s military had been fighting for nearly a month to take control of the city.
“The US and the Global Coalition to Counter ISIL have proudly supported this effort with training, advice, and equipment as well as precision air strikes”, Mr Kerry said.

In the same district, fighters with the extremist group, also known as ISIS, reportedly killed some 30 fighters who had fled the battlefield in Ramadi. The Islamic State group has declared a self-styled caliphate on the territory under its control.
