Earlier, two IDF soldiers were moderately wounded in a Palestinian car-ramming attack in Kfar Adumim.

The Israeli army said clashes erupted during a military operation in the town, claiming local residents threw stones and firebombs at the force, and that soldiers reciprocated with riots dispersal means, including live fire.

Troops shot 21-year-old Yehya Taha in the head, according to Palestinian health ministry spokesman Mohammed Awawdeh, and the youth later died of his wounds in hospital.

Another Palestinian official, chief negotiator Saeb Erekat, said on Voice of Palestine Radio that Abbas told Kerry that “Palestinians were the victims” and were only defending themselves against Israeli actions.

It’s the latest attack in a two-month wave of violence.

Almost 100 Palestinians, including an Israeli Arab, have been killed – more than half of them alleged attackers.

IDF Central Command is meanwhile fortifying several of its West Bank positions and constructing new roads to bypass trouble spots like the Etzion Junction, the scene of several attacks in recent weeks.

Israel says the unrest stems from incitement by Palestinians, whilst the Palestinians accuse Israel of using excessive force in suppressing violence.

The Israeli victims were lightly injured in the incident near the flashpoint city of Hebron, according to the emergency services.

The military proposed releasing Palestinian security prisoners who have been jailed in Israel for decades, increasing the number of Palestinians allowed to work inside Israel and giving additional weapons to Palestinian security forces. “We learned a lesson from both intifadas – Palestinian deaths cause outbursts of violence”, he said.

The bill, announced on parliament’s website, follows a law adopted in early November to toughen penalties against Palestinians for throwing rocks at civilians and security personnel.
