He warned that among the 15,000 people suspected of being in the process of being radicalised, 1,350 are under investigation.

A 15-year-old boy has been arrested on suspicion of planning an “imminent” attack on Paris – the second ISIS-related plot foiled in France in one week.

Interior Minister Bernard Cazeneuve said that police had arrested 293 people in 2016, all of whom had established links to terrorist networks.

Last Sunday, a auto loaded with gas cylinders was found near Notre Dame Cathedral which resulted in the discovery of a plot to attack a Paris railway station under the direction of Islamic State.

The paper quoted a message from Kassim saying: ‘Women, sisters, go on, attack.

The boy had reportedly been under house arrest since a state of emergency was declared after the November attacks in the capital.

Valls said Sarkozy “misread the threat” of extremism and was mistaken in deciding to cut law enforcement funding and staff while he was president until 2012, and that his new proposal would “wring the neck of the rule of law”.

In an interview newspaper Le Journal du Dimanche (JDD), Sarkozy said France needed to get tough on militants by creating special courts and detention facilities to boost security.

Mr Sarkozy, who hopes to represent his Les Republicains party in next year’s presidential elections, has called for a “merciless” response to Islamist attacks and said “legal niceties” should not get in the way. “In France, any administrative confinement is subject to subsequent control by a judge”.
