France Weighs Constitution Change After Terror Attacks
French Justice Minister Christiane Taubira said the plan had been dropped from the constitutional amendment bill.

Any constitutional amendment must have the approval of three fifths of the Congress of both houses, or a referendum vote.

The French government will go ahead with contested plans to strip dual citizens of their French nationality in terrorism cases, Prime Minister Manuel Valls said on Wednesday, brushing aside his own justice minister’s concerns.
In an unexpected development, after a controversy and the announcement of a possible U-turn, French President Francois Hollande has instead chose to extend the revocation of French citizenship for nationals with dual citizenship who are guilty of “terrorism” or represent an “insult to the fundamental interests of the nation”.
A proposed change to France’s Constitution would put many people at even greater risk of human rights violations by giving security services carte blanche to close down organizations, conduct unwarranted house raids, shut down mosques and restrict people’s freedom of movement, said Amnesty International.
The notion of stripping French nationality from dual citizens is a highly sensitive issue in France.
More than 3,000 raids have taken place since the November 13 attacks in Paris, leading to 360 house arrests and 51 people jailed.
The Belgian federal prosecutor’s office said the suspect, whose full name was not disclosed, was being held on charges of taking part in a terrorist group and terrorist murders.
