The man in Syria was believed to be the chief planner of the attack.
Two Frenchmen, aged 20 and 24, were being held for questioning, Cazeneuve said on Tuesday.
Mr Cazeneuve said 10 attacks have been foiled so far this year in France.
The Syrian connection is suspected of organising the plot, sources said.
He also said that 3,414 people had been turned away from France’s borders since a state of emergency was introduced in the wake of last month’s Paris attacks, which left 130 people dead.
Among the detainees admitted they’d meant to assault military personnel, police officers and anyone identified using the French state, Mr Cazeneuve said.
Similar measures will be taken in department stores and museums across France.
