“What matters to us primarily is that we can offer full transparency to our customers at this point”.

In September, VW confessed to rigging the emissions software program to give false reading during government tests.

The Brussels public prosecutor has launched an inquiry “including for false written information in the civil and commercial fields”, the prosecutor’s office said in a statement.

VW said Volkswagen Touareg TDI models are not included in the program. In previous reports, the auto giant said just over 17,000 vehicles containing such software were sold in Brazil.

That’s not to say that the Federal Trade Commission won’t complain when Volkswagen’s fix puts a dent in the fuel economy that buyers were promised.

The scandal has cost Volkswagen CEO Michael Winterkorn his job.

The downgrade follows a similar move by Moody’s last week.

GM’s internal investigation was led by Anton Valukas, a former US attorney in Chicago, whose firm interviewed 230 witnesses over 70 days and reviewed 41 million pages of documents.

Volkswagen have created a website where owners of affected vehicles can enter their respective vehicle identification numbers in order to find out if they are qualified to get the $1,000 gift cards.

“There are a number of scenarios the company is looking at”, Harrison said. Nor is it to say that there won’t be class-action lawsuits.

One-third of the tests have yet to be completed.

“If we get them to clarify, people should take it at face value and proceed to use the money as they see fit”, Coffin said. But VW’s diesel decline is unusually large. The price of gas-powered Volkswagens dropped 2 percent in the same period.

A few 11 million vehicles worldwide are affected by the scandal.

Volkswagen isn’t the only automaker now under investigation for possibly cheating on diesel emissions tests.

The world’s largest automaker last week also admitted to cheating on carbon dioxide emissions certifications for 800,000 of its diesel and gasoline vehicles in Europe.

The scandal drew protests from the Greenpeace environmental group Monday outside the main entrance to VW’s headquarters in Wolfsburg, Germany.
