Goodell: A lot of work to be done before NFL approves Vegas
“You never want to see a community lose their franchise once, much less twice”, Goodell said of Oakland. “You could see it had the makings of being something truly remarkable, and it’s exceeded my expectations”, Goodell said.

As talk heats up that the Raiders will leave Oakland and move to Las Vegas, NFL Commissioner Roger Goodell is sounding a more cautious note.
“And there’s still a lot that has to happen before we can get to that stage”.
“(We say to the communities), ‘This is what you have to try to get to, ‘ because you need to try to make sure this franchise continues to be successful’.
“They were always committed, 100 percent, and I think you’re seeing the effects of it, not just on the field, which is obviously important, they’re committed to fielding a championship team”, Goodell said, “They’ve also built a great facility here that’s going to be a big part of this community and bring in events that everyone here can be proud of, including the Super Bowl”. “I believe that there is a solution there”.
“Spectacular”, he said. “I saw it, I think, (in) November of previous year (before the Vikings-Packers game at TCF Bank Stadium)”.
In Minnesota, taxpayers contributed 8 million out of the $1.1 billion total cost. If there’s no public money available in Oakland, it’s hard to see the Raiders staying there, even if that’s what Goodell wants. “Recognizing that they came out of committee with a bill, but there’s still a lot of work to be done to improve that recommendation”.
The Raiders would need two things to happen before they could leave Oakland: The Nevada state legislature would need to approve the financing plan, and 24 of the NFL’s 32 owners would need to give it the go-ahead in a vote.
Roger Goodell signaled a halt to the Raiders relocation plans.

Jones was a force in a three-way fight in January to help Kroenke relocate the Rams – the San Diego Chargers and Raiders lost their bids to become the first team back in Los Angeles – and he told the Los Angeles Times he expects enough owners would approve the Raiders’ move to Las Vegas.
