Barbara is Jim’s ex-fiance who has turned into a psychotic criminal. She is still hung up on Jim, and she plays along with Galavan’s wishes. As they’re talking, Barbara suddenly strolls into the station and surrenders herself. Thompkins anxious that Gordon is getting himself in to deep especially now that Barbara is showing her hand.
Gordon falls for Barbara’s ploy and follows her on the hopes that she can tell him about Theo. As they drive, Capt. Barnes radios that he doesn’t like how obvious a trap they’re walking into. Barbara almost tricked Jim and Galavan almost tricked Bruce, Gotham almost losing both its heroes in one night. Jim is kidnapped, and he wakes up tied to a chair in the middle of Gotham Cathedral. Barbara struts in wearing a wedding gown and carrying a shotgun. (The wedding dress was Galavan’s gift, in case you didn’t get that.) She then wheels in a bound and gagged Lee as well. She tells Jim that it’s time he followed through on his promise to marry her. He’s furious at Harvey for disobeying him and orders him to go home, but Harvey sticks around anyway and listens to the recordings of Barbara’s interrogation. The minute Jim steps out, Barbara stands up, walks over to the mirror, and smiles devilishly at Lee, nearly as though she knows she’s right there which causes Bullock to ask, “What is she playing at?” Barbara tries to run upstairs. He tells them everything, and Jim finally has his hands on enough evidence to arrest Galavan.
As to everyone not making it out alive; while I feel like this would be the end for The Galavans for nearly certain (I mean, where do they go from here?), Gotham has also shown quite the willingness to kill characters that while no necessarily central to the creation of Batman, are important parts of the Batman universe (i.e. Carmine Falcone & Sarah Essen). Her fall is broken by bushes below.
By keeping her alive I’m at a complete loss for where her story is heading in the show.
The police rescue the Mayor, who was kidnapped by Theo Galavan. If Bruce sells him his shares in Wayne enterprises, then Bruce can let go of his responsibilities and Galavan can work on cleaning up the company from the inside. To do that, he offers to buy Bruce’s controlling stake in the company.
He tells Bruce that he has all the information about the attack on his parents, including the name of the perpetrator. Alfred tells Bruce that Thomas Wayne’s legacy is standing in front of him.
When Alfred finds out, he starts to wonder about Theo and Bruce’s relationship. He calls what Galavan is doing extortion. Now, it appears Bruce will not rest until he learns about his parents’ murderer, as he will pressure Theo to divulge the truth.
Just as Bruce is about to sign the papers, he has a change of heart. Galavan is perplexed that his plan could have failed. He’s just too much of a straight edge to survive in Gotham in general, not to mention he gets in the way of Gordon getting a little dirty to get things done (and hey, Gordon needs to be Captain before he can be Commissioner). He’s burying her and having a picnic in the woods when a hunter interrupts him.
Nygma spends the rest of the evening hunting for the person who stole his sandwich so that he can tie up one more loose end. This was a pretty dick move and helped tear away the façade that Theo had been projecting.

Barbara was an annoying throwaway character in Season 1, and has been vastly more entertaining as a villain this year. It really seems that in a few weird, twisted way Barbara still loves Jim and really believes they belong together.
