To be eligible for a pardon people must have been out of prison for at least a decade, avoided committing new crimes and, if they still reside in California, have received a court-granted Certificate of Rehabilitation.
Downey’s legal troubles began in June 1996 when he was stopped for speeding on Pacific Coast Highway and authorities found cocaine, heroin and a pistol in his vehicle.
Downey served one year and three months in prison and several years on parole and probation, with his case discharged in 2002 after he completed the terms of his sentence.
Downey is now one of Hollywood’s most bankable actors, having starred in the Iron Man and Avengers franchises that have grossed billions of dollars worldwide.
The process showed Downey has “lived an honest and upright life, exhibited good moral character, and conducted himself as a law-abiding citizen”, according to the proclamation.
The state’s longest-serving governor has now issued 1,087 pardons, including 683 in the past five years and 404 during his first eight years in office from 1975-1983, according to his office.
The Christmas Eve pardon, which has become an annual tradition for the governor, was bestowed to 90 other people on Thursday.
Downey was nominated for a best-actor Oscar in 1993 for “Chaplin”, and received a supporting-actor nod in 2009 for “Tropic Thunder“.

Downey also contributed to Brown’s 2014 re-election campaign and was inducted into the California Hall of Fame.
