Gov declares state of emergency in Charlotte
One man was in critical condition at Carolinas Medical Center after being shot Wednesday night by another civilian during the unrest, Putney said. Helicopters will patrol the streets from above, and police will have more than 1,000 cameras to help monitor the city, Putney said.

The Charlotte-Mecklenburg Police Department Thursday said it plans to show video of Tuesday’s fatal police shooting of Keith Lamont Scott to the man’s family.
Keith Lamont Scott, 43, was shot dead in an apartment complex parking lot on Tuesday after an encounter with officers searching for a suspect wanted for arrest. “People found whatever objects they could to break glasses”. Protesters rushed police in riot gear at a downtown Ch. Neighbors and relatives said Scott was holding a book.
Hours before nightfall Thursday, the police chief said he saw no need for a curfew. He also said: “I can tell you we did not find a book”.
The Scott family has requested to see the footage and Putney said he was “working on honoring that request”.
Officers say he was repeatedly told to drop his handgun before he was shot.
Tensions have resurfaced this week in the wake of another round of black men being shot by police.
Detectives recovered a gun at the scene and were interviewing witnesses, the statement said.
Scott has become another symbol of unnecessary police force against people of color. He was mayor of Charlotte for 14 years before becoming governor.
Former teammate Austin Marsh told CNN that Vinson was a “standup guy”. “They took the book and replaced it with a gun”.
“Brent has always been a great guy founded on good morals”. “I am here to get you information”. Charlotte Fraternal Order of Police spokesman Todd Walther reviewed dashcam footage and claimed the plainclothes officers at the scene were wearing vests or jackets that clearly had “police” written on them. “He was sitting in his vehicle reading a mother******* book”. “Cops shot him, for nothing”. She starts screaming and crying hysterically. The ACLU called on law enforcement officials to release police footage from dash or body cams. “Please do not hurt the people or members of law enforcement, damage property or take things that do not belong to you in the name of protesting”.
Hundreds of protesters rallied overnight, chanting “black lives matter”. Several small fires were also set during the chaos.
Some demonstrators banged on windows, others stood on cars and threw objects at police.
As police began to drive protesters out of the uptown area, several made their way onto I-277, blocking traffic just before midnight. Sixteen officers suffered minor injuries. Five others were arrested.
The city originally said the victim died, but now says he is on life support. CNN’s Ed Lavandera was attacked by a protester while he was reporting live Wednesday night as well as local journalists.
Corine Mack, who attended the protests, said the community is frustrated. “There are children tonight who will never see their father again”, said Mack, president of the Charlotte chapter of the NAACP.
Amid the backlash to Crutcher’s killing, the Tulsa Police Department disabled its Twitter account “due to the overwhelming volume of violent and profane posts”, KTUL reported. It’s a modern-day lynching. Instead of trying to talk with him and trying to get the problem resolved, went right to the trigger.
Justin Bamberg, an attorney for Scott’s family, said the family was shown the video Thursday.
“Such an individual, when approached by the police, might just as easily be motivated by the desire to avoid the recurring indignity of being racially profiled as by the desire to hide criminal activity”, Justice Geraldine Hines wrote in Tuesday’s unanimous ruling, which referenced the disproportionate rates at which Boston police stopped and frisked black men between 2007 and 2010.
Before Wednesday’s protest, presidential candidates Donald Trump and Hillary Clinton weighed in on the violence in Charlotte, which came on the heels of another fatal police shooting of a black man, Terence Crutcher, on Friday in Tulsa. “If it would have been in the reverse, if it would have been a Caucasian, it would have been totally different”.
“Tell everyone that violence is not the answer”, she said.
“Protest is protected by our Constitution and is a vital instrument for raising issues and creating change”.

Not all the protests were violent.
