GST in Lok Sabha on Monday, Modi likely to intervene

The last week of the monsoon session starting tomorrow will see both the Houses take up some important legislation, including the Constitution (122 Amendment) Bill, 2014 relating to Goods and Services Tax (GST) that has been passed by the Rajya Sabha but would go to the Lok Sabha again for endorsement of amendments made in the Upper House.

As the bill was likely to be passed by the Lok Sabha on Monday, the Centre is pushing for passage of the Bill during this month by state assemblies, especially those ruled by the BJP. “The Prime Minister was in his chamber in Parliament when the Bill was being debated, and if you notice, no Minister who is a member of the Lok Sabha, except the two Ministers of State for Finance, were present in the Rajya Sabha”.

Staff Reporter GUWAHATI, Aug 5 – Welcoming the passage of the Constitutional Amendment Bill for introduction of the Goods and Services Tax (GST), industry body Assam Chamber of Commerce (ACC) today said that it will have a positive impact for the market of Assam.

Most of the states would have to call a special session to ratify the Bill, as their Assembly sessions are already over. “The BJP has governments in 10 States out 29 in India, and with West Bengal and Bihar ready to do the needful in their State legislatures, we can get this tied up soon”, said a senior office bearer of the BJP. Union Information and Broadcasting Minister M. Venkaiah Naidu also spoke to them for expediting the Bill.

Law Minister T B Jayachandra said, he will speak to Chief Minister Siddaramaiah and KPCC president G Parameshwara on Monday.

The PM had earlier come under attack from the Congress for not speaking during the debate in the Rajya Sabha.

The AIADMK has conveyed to the government that its 37 MPs will abstain from voting on the constitutional amendment.

After facing fierce opposition over the Bill for nearly a year, the government succeeded in bringing all major opposition parties, including Congress, on board and it was passed in the Upper House with an overwhelming majority on August 3. So will states that are ruled by the BJP along with allies like Andhra Pradesh, Punjab, Nagaland and Jammu and Kashmir. It passed the Enforcement of Security, Interest and Recovery of Debts, Loss and Miscellaneous Provisions (Amendment) Bill, 2016. They have been asked to talk to every party MP to ensure their presence in the House on Monday. The Mental Health Care Bill, after it is passed by Rajya Sabha, may also be taken up by the House.
