The security guard was rushed to Bellevue Hospital Center in an unknown condition.
At a news conference, New York police said only the shooter was dead.
One of the people who was shot was a security officer at the building, the Wall Street Journal reported, citing an unnamed law-enforcement official.
Police identified the gunman as Kevin Downing, a 68-year-old former federal employee from Fort Lee, New Jersey. Police said it appears the gunman acted alone.
“He proceeded through the security area and headed towards the elevator, where he encountered another employee”, O’Neill said.
Chief James O’Neil says the gunman later shot himself in the head. The FBI was assisting in the investigation because Camara was working as a contractor for a federal agency, police said.
