Hamas-led council backs executions without Abbas approval
Raed Fattouh, who oversees the entry of goods into the Gaza Strip, said private deliveries had resumed for the first time since April 3.

The Palestinian Legislative Council, the parliament for the Palestinian territories, has not met since Hamas’ takeover in Gaza, and it was not clear what authority the Hamas legislators had to authorise the executions.
The UN special coordinator for the Middle East peace process, Nickolay Mladenov, on Monday welcomed Israel’s decision to resume the private import of cement into Gaza after almost 45 days of suspension, a UN spokesman said here.
The decision to carry out these executions was taken without Abbas’ required approval, which raises concerns about the continued split between Fatah and Hamas, Mladenov said.
The death penalty can be applied only to the most serious crimes following a judicial process that upholds fair trial standards, the envoy said.
Nickolay Mladenov told the Security Council on Wednesday that May saw the biggest escalation of violence in Gaza since 2014 and that those incidents threaten the current ceasefire.
Recent rocket fire has often been carried out by Salafi groups who oppose Gaza’s Hamas rulers.
“All sides need to ensure that cement is used for civilian purposes only”.
Bedouin Palestinians are living in constant fear of demolition and displacement, since they live in the C areas of the West Bank, which fall under Israeli civil and military administration.
He also referenced warnings made a year ago by newly appointed Defense Minister Avigdor Liberman that another war with Gaza is on the horizon, but said that such threats ring hollow for the Palestinians, since they are “a people who loves death more than life when it fights for Palestine”.
The PA has received approximately $25 billion in aid from the US, Europe, the United Nations, and several other agencies over the past 20 years, but this was obviously insufficient.

Islamist movement Hamas has carried out previous executions in Gaza, although rarely in public and mainly of people accused of collaborating with Israel.
