Hawaii raises smoking age to 21; military supports new law
Some 34 percent of smokers in Hawaii are between the ages of 18 to 20-years-old and, from this, 86 percent are believed to have started the habit of smoking tobacco before they turned 21, according to state officials in the report.

“This is in line with other recent evidence that regular, daily e-cigarette use may help some smokers quit cigarettes”, said Cristine Delnevo, a researcher at the School of Public Health and lead author of the study.
Although other cities and counties in the nation have similar smoking age laws, Hawaii will become the first state to change the law.
The U.S. Army in Hawaii and the Department of the Navy have both announced that they will enact policies that complies with the new Hawaii state smoking law, effective January 1, 2016.
Following the outbreak, the company issued a nationwide recall and nearly 8 million gallons of ice cream were pulled off the market.
The Department of Justice investigation is focused on whether Blue Bell management knew about the contaminated plants and, if so, when it knew, sources told CBS News.
Under the current law the sale of tobacco is regulated and people are banned from importing, selling and distributing e-liquid, which is needed for e-cigarettes to work. The town of Needham, Massachusetts, raised the smoking age to 21 in 2005, and a decade later the percentage of adults smoking was 50 percent lower than the rest of the state.
Lola Irvin, administrator for the state’s Chronic Disease Prevention and Health Promotion Division, said the measures make tobacco products less accessible and less attractive to Hawaii’s youth.
“At 21, youth are less likely to be subjected to peer pressure and can better understand smoking’s harmful effects”, he said.
There will be a three-month educational grace period to allow people to get used to the new laws.
Act 122 prohibits anyone under the age of 21 from purchasing cigarettes or electronic cigarettes (e-cigarettes), while Act 19 prohibits the use of electronic cigarettes in existing smoke-free locations. “It’s a lot more stressful, especially for people who are in combat jobs”, Taylor Dwyer, also an X-ray technician in the Army, added.

The report also notes that smoking generates $2.6 million in annual health care costs, creating a state and federal tax burden of a $1,000 per household. Anyone who sells or provides tobacco products to someone younger than 21 faces fines between $500 and $2,000.
