Interior Minister Miguel Angel Osorio Chong said officials at Altiplano jail prison must have helped him in his latest escape.
Since the shocking escape, 49 people have been questioned, the official said.
The Mexican government announced that it is offering a 60-million peso ($4.9 million) reward for Guzman’s recapture.
The United States and Mexico are exchanging intelligence – including details from informants – in the manhunt, and the United States is providing technical support, a Mexican official said.
Did DEA know of past plots? When Guzman escaped was in 2001, he evaded capture for 13 years until he was found in 2014.
Guzman, 58 was first captured in Guatemala in 1993, but he escaped from a maximum-security prison in western Mexico in 2001.
Mexican police released a recent photograph of him with his hair and black moustache shaved off.
A police officer keeps watch inside a warehouse containing a tunnel connected to the Altiplano Federal Penitentiary and used by drug lord Joaquin “El Chapo” Guzman to escape, in Almoloya de Juarez, on the outskirts of Mexico City, July 14, 2015.
“We can’t really understand why they are refusing to give an answer”, said one Mexican official, who works in the country’s security apparatus but was not authorized to speak publicly about his government’s deliberations. Not a lot of details were given on their plans but they passed the information to Mexican authorities.
Mexico says it’s virtually all hands on deck in the search for Joaquin “El Chapo” Guzman, the leader of the Sinaloa drug cartel who escaped from prison over the weekend.
In 1993, Guzman was arrested just south of Mexico’s border with Guatemala.
Closed circuit footage shows the moment drug kingpin El Chapo broke out of prison in Mexico.
