Clinton had made the comments Friday evening at a campaign event in NY, which she partially walked back on Saturday.
The ceremony at the September 11 memorial plaza at the World Trade Center site marked the 15th anniversary of the attacks.
The incident comes at an inopportune time for the Clinton campaign, which has been fighting internet rumors about her health after a recent coughing spell which she laughed off by saying “Every time I think about (Donald) Trump I get allergic”.
Bardack says Clinton has been experiencing a cough related to allergies, and in a follow-up examination Friday of her cough, Clinton was diagnosed with pneumonia.

It took several men to try and hold her up and keep her from completely falling on her face while she tried to climb into her van. Video appears to show her legs giving way as she attempts to walk toward the van.
The incident was posted on Twitter and immediately ricocheted across the internet.
She meant to stay until about 10:30 a.m., but left an hour earlier than planned.
