She is hosting a town hall meeting on her college affordability plan in Dubuque, Iowa, just across the Mississippi River from Wisconsin. She followed it with two days of campaigning on the issue in New Hampshire prior to ending the week in Iowa.
To do so, states will have to do their part by reinvesting more in higher education.

Harkin says in the op-ed published online Thursday night that Clinton “has devoted her career to championing the needs of children” and has been a “tireless advocate for women and families”.
