The intense flooding occurred on Saturday.
The flood was caused by the approximately 6 inches of rain that fall between about 7 p.m. and 9 p.m.
Howard County Executive Allan Kittleman said the flooding in Ellicott City, about 35 miles (56 km) northeast of Washington, was worse than that from Hurricane Agnes in 1972.
“We’ll be out there as soon as we can”, the operator said, and in comes her next call. “We are not in control and we have to be ready”. He regained his footing and then formed a human chain with at least two other men. The men were able to rescue the woman and pull her to safety.
“We didn’t have a lot time, so we just did it. It was kind of slippery, and kind of concerned about losing our footing”, Dempster said.
The historic district just west of Baltimore City has been victim of many major floods in the past.. A human chain rescued 29-year-old Jamie Knight from her auto in the middle of the raging floodwaters, according to a two-minute video that has spread nationwide.
Ellicott City, has had significant flash floods before, including some floods in recent years.
Outside, they found choppy water up to the hoods of cars and watched as Weglein’s vehicle slammed into another.
A pastor says a woman killed by flash flood waters in Ellicott City, Maryland, was the single mother of a 10-year-old girl.
Blevins was with his girlfriend when water swept their vehicle away. All but Watsula was rescued.
In one call, a woman describes the scene while trapped inside of a building on Main Street with a group of people.
“With the cars removed, Monday’s focus is on debris removal”, county officials said in a statement. Four homes were completely destroyed and between 20 and 30 more were damaged by the floodwaters. He said she and two other family members were with Ms. Watsula but survived.
Mullendore said business owners were still not allowed into their properties yet, but some were taken by authorities to tour the wreckage.
Although the power had gone out and 50 people were trapped, “We’re trapped but we’re safe here”, she told the dispatcher.
As part of the city’s recovery efforts, Maryland Governor Larry Hogan declared a state of emergency for the county, making it eligible to receive state resources and putting into motion the process for seeking federal assistance.
“This was a terrible, terrible, horrific incident before we knew two people had died”.
“It looks like the set of a disaster movie”, Kittleman told AP.
