House OKs veto-proof refugee bill

The bill passed the House by a 289-137 vote yesterday, with 47 Democrats voting in favor of the legislation – including Bay State U.S. Reps.
Democratic Senate leaders are vowing to block the House bill that would stop Syrian refugees from entering the country until a strict, multi-agency vetting process is in place.

While the GOP leadership in the House has indicated support for the legislation, it is likely to face a few opposition from a few Republican lawmakers opposed to any federal role in education. I think most Americans want to live up to that. There would no longer be federal sanctions for schools judged to be underperforming. It also requires schools to make the scores public and to break them down by students’ race, income and disability status. Now, those dollars remain at the struggling schools. The amendment is included in the House highway bill that is ultimately passed 363-64.
That’s because the House and Senate conference committee were able to agree to a framework that would restore to states, communities, and teachers the responsibility for improving student achievement. If it passes, President Barack Obama is expected to sign the measure, which would mark a major transfer of power and authority over public schools from the federal government to states and local school districts.
The structure was “based on good intentions but a flawed premise that Washington should decide what students learn in schools”, said Kline, who has been determined to push through a replacement for No Child Left Behind before his planned retirement from Congress next year. “The framework maintains annual assessments and gives states additional flexibility in how to design better accountability systems”.
The conference committee will have the full bill ready for lawmakers to read by November 30.

Sen. Jeff Sessions (R-Ala.) said Thursday evening he does not know how he’ll vote, because he believes the House bill does not go far enough.
