Richard Rossi and his 4 year old great grandson Justice wade through water in search of higher ground after their home took in water in St. Amant, Louisiana, U.S., August 15, 2016. Obama, the actual president, has responded absurdly, refusing to budge from the Martha’s Vineyard golf courses where he is playing almost daily with celebrities and wealthy friends – even to issue a public statement, let alone visit the unfolding tragedy.

The flooding in the area – brought on by 6.9 trillion gallons of rain that pummeled Louisiana last week – damaged more than 40,000 homes and killed at least 13 people.

Officials say Central Management Services remains on alert to send additional assistance if necessary.

In East Baton Rouge Parish, Friday, Trump’s motorcade drove through hard-hit communities, where ripped up carpet and flooring, furniture and the entire contents of homes were piled on the curb.

“Nobody understands how bad it is”, Trump told reporters, after briefly helping unload a truck of supplies.

The deluge that dumped more than 2-1/2 feet (0.76 meter) on parts of Louisiana has been described as the worst USA disaster since Superstorm Sandy in 2012.

“Edwards wasn’t informed of the Trump campaign’s visit to the state or the schedule”, the governor’s office said in a statement.

“The very best way this team can help is to make sure Louisianans have the resources they need”, she said.

“We welcome him to LA but not for a photo-op”, the statement from Edwards’ office said.

The newspaper noted that Obama interrupted his two-week vacation on Martha’s Vineyard earlier this week to attend a fundraiser for Democratic presidential nominee Hillary Clinton on the MA island.

“Together they have determined that the President will visit Baton Rouge, Louisiana on Tuesday”. The White House said the president’s advisers had determined, in consultation with state officials, that Tuesday was an appropriate time to visit.

“The president is mindful of the impact that his travel has on first responders and wants to ensure that his presence does not interfere with ongoing recovery efforts”, he said. The White House said he would talk to local officials about what more the federal government can do to assist in the recovery. Trump’s operation on Friday released its first general election TV commercial, one of two set to run in battleground states over the next 10 days.

In 2005, then-President George W. Bush, a Republican, drew criticism for flying over extensively damaged New Orleans, Louisiana, and then giving a speech in the still-flooded city following Hurricane Katrina.

More than 86,000 people have already applied for federal aid due to the last floods. And the state intends to begin consolidating shelters this weekend.

Among his stops was the flood-ravaged home of Jimmy and Olive Morgan in Denham Springs, where floodwaters were still being swept up and wheelbarrows carried out waterlogged computer equipment. “I have done that”, the GOP nominee, reading from prepared text, said at a rally in Charlotte, N.C. Thursday night.
