Frerichs further warned that his office may be unable to provide funds to the comptroller’s office.

State services for battered women and children are being significantly impacted from the budget impasse and could be for years, according to organizations that help Illinois’ domestic violence victims. And that puts operations at risk of disruption, he said.

Frerichs’ matter happens to be the newest example of the way in which state’s budget problem is going on a monies on state actions.

More than three months later, lawmakers are at a stalemate with Republican Governor Bruce Rauner over union-weakening measures that the Democrat-controlled legislature refuses to pass.

Last week, Secretary of State Jesse White said his office can’t pay its bills and vendors have threatened to stop services.

And local 911 emergency telephone systems are concerned about delays in their funding.

The treasurer’s office is tasked with managing billions of taxpayer dollars and overseeing various financial programs.

“As such, the State of Illinois may lose significant investment earnings and the potential loss of principal depending on market volatility”, Frerichs noted.

Democrats who control the House and Senate are not scheduled to return to the statehouse until October. 20. But Rauner says without a budget in place the money can not be distributed.
