India and Russia eye nuclear, helicopter deals before Modi’s Moscow visit

According to the leading commercial daily newspaper Kommersant, during Mr Modis visit, the two countries may sign several agreements in the field of military-technical cooperation.
Last week, the Defence Acquisition Council (DAC) had cleared a proposal to buy five units of S-400 air defence missiles from Russian Federation at an approximate Rs 30,000 crore. “We are hoping for a fruitful visit”, said the source. “Our hydrocarbon companies have been in the Russian market for the past two decades through investments in Sakhalin, and are presently acquiring stakes in Vankor, TassYuryakh and LNG projects”, the Indian prime minister continued.
A free trade agreement is also expected to be signed between the two sides.
Nandan Unnikrishnan, an expert on India-Russia relations at the Observer Research Foundation, said that despite New Delhi’s tilt towards the West for military hardware in recent years, Russia retained an edge in many areas.
Without giving specific details, Jaishankar said both Modi and Putin will deliberate on enhancing cooperation in defence and nuclear energy spheres.
“While others are making promises, Russia is moving forward with the Make-in-India programme”, the Russian government source said.
Modi’s “Make-in-India” push for a military that has been the world’s biggest importer for the last four years has also made little headway, with negotiations stalled over issues including technology transfer and the local assembly of equipment.
This will be Mr Modis first state visit to Moscow for the regular annual summit with Mr Putin, held alternatively in New Delhi and Moscow, at the highest political level of the two countries.
When asked about Russia’s decision to supply attack helicopters to Pakistan and whether Moscow was getting close to that country sending a message that it was not happy over India’s growing closeness with the US, Jaishankar rubbished such interpretation. “If the Russian Ambassador does not promote Russian aircraft, whose aircraft he will promote? I do not prejudge the Russian response till we get it”, he said.

Queried whether there was resolution on recognition of medical degrees offered to Indian students in Russian Federation, the Foreign Secretary said the issue was still under discussion.
