While the agency had said its earlier summons were not replied by Shah, the Kashmiri leader had in the past claimed that the case was politically motivated.
Separatist leader Shabir Shah has been detained at his residence in South Delhi.
“Kashmir is an important issue…Pakistan’s stand is clear”.
Omar accused the Centre and the state government of sabotaging the NSA-level talks by detaining separatist leaders ahead of their meeting with Pakistan’s NSA Sartaj Aziz. Mr Shah has been asked to appear before the Delhi zonal office of the agency here on October 12, they added.
The top separatist leaders have received an invitation from the Pakistan High Commission in Delhi for a reception being hosted for Aziz, who is scheduled to arrive in Delhi tomorrow afternoon to hold talks with Doval on Monday if everything goes as per plans.
Shah had come to Delhi with his two associates for a proposed meeting with Pakistan National Security advisor Sartaj Aziz, who is scheduled to reach Delhi on Sunday.
India had said it was ready to discuss only terrorism-related issues at the talks and nothing else.
Meanwhile, the Indian Home Minister Rajnath Singh has advised Pakistan not to deviate from the agenda that had already been set for the NSA-level talks. On Friday it conveyed to Pakistan it would be inappropriate for Aziz to meet separatist leaders from Kashmir.
While leaving Srinagar, Shah had said the he would like to meet Aziz.

The meeting of security advisors of the two countries was agreed upon by Indian Prime Minister Narendra Modi and his Pakistani counterpart Nawaz Sharif last month during their meeting in the Russian city of Ufa. India accuses Pakistan of arming and training the rebels, a charge Islamabad denies.
