Modi’s surprise visit to Pakistan has received acclaim as well as criticism.

After months of a freeze, India and Pakistan resumed high-level contacts with a brief conversation between Sharif and Modi at climate change talks in Paris late last month, part of efforts to restart a peace dialogue plagued by militant attacks and long-standing distrust.

Modi, a Hindu nationalist, came to power in 2014, and has authorised a more robust approach to Pakistan, giving security forces the licence to retaliate forcefully along their disputed border and demanding an end to insurgent attacks in Indian territory.

“Terror and violence can not be the instrument to shape Afghanistan’s future or dictate the choices Afghans make”, Modi told Afghan MPs.

Earlier on Thursday, Modi visited Russia’s National Crisis Management Centre (NCMC), also known as EMERCOM, in Moscow and was given a rundown on how its works.

Addressing a joint session of the two Afghan Houses in the new Parliament building along with President Ashraf Ghani, Modi, in an apparent reference to Pakistan, made it a point to mention that New Delhi has been helping Kabul inorder to lay down the foundation stone of a new relationship between both the countries.
