India, US are warming up military ties, to increase bilateral exercises

The scope of this Defense Technology and Trade Initiative (DTTI) has so far been modest because of concerns about intellectual property protection on the part of USA companies.

Minister Parrikar and Secretary Carter commended the progress achieved last month at the Defense Policy Group (DPG), including the re-establishment of a working group on humanitarian assistance and disaster relief (HA/DR) cooperation under the Military Cooperation Group and focused discussions on defense capability development.

After the joint press event, Carter and Parrikar flew off to USS Eisenhower to view flight operations while the ship is at sea.

Both sides are also committed to continue to exchange ideas in the search for additional projects for possible co-development and co-production that meet the spirit of DTTI, he said. Carter announced US participation in the International Fleet Review of the Indian Navy at Visakhapatnam in February 2016.

The Indian defense minister also called for global response in the realm of terrorism.

Secretary Carter informed Minister Parrikar that in light of the strengthening relationship between the United States and India, the DoD has updated its policy on gas turbine engine technology transfer to India.

In August, the two sides also held an inaugural working-level meeting aimed at establishing broader cooperation on the design, development and production of aircraft carriers.

But India is and has been sharing intelligence with the USA on issues related to terrorism, he said.

“Terrorists of all shades and affiliations must be countered without any differentiation”, he declared noting that “the issue of terrorism was a key topic of discussion in my all engagements”.

The two leaders discussed a range of issues covering the entire spectrum of the bilateral defence partnership.

“Defense and security cooperation is a vital component of this partnership”, he said.

“The US government needs to reciprocate positively for technology transfer approvals and leverage opportunities created by the procedural changes in Indian defence procurement”, he said.

“Through our meetings today and expanded cooperation in the days to come, the US-India defence partnership will become an anchor of global security, as together, we work towards a common future, a common future between the United States and India that is destined”, Carter said.

Carter added that they “talked about maritime domain, security throughout Asia, South Asia, and so forth”.
