Ms Chiller said it was unacceptable that athletes were in an unsafe environment and had been asking for the fire system to be tested in the days leading up to the fire.

“We have asked Rio 2016 to enforce a very strict non-smoking policy”.

RUSSIAN swimmers Vladimir Morozov and Nikita Lobintsev on Saturday launched the first challenge against International Olympic Committee sanctions excluding them from the Rio Olympics.

The Russians banned so far include the 67 track and field athletes barred as a whole by the IAAF, and more than 30 others rejected under new International Olympic Committee eligibility criteria.

The IOC has been roundly criticized by anti-doping bodies, athletes groups and Western media for not imposing a total ban on Russian Federation.

Russian Sports Minister Vitaly Mutko said Friday that 272 of the country’s original 387-strong team had been approved by worldwide sports federations to compete in Rio.

A report by Canadian lawyer Richard McLaren for the World Anti-Doping Agency (WADA) said there had been state-run doping, aided by the Russian secret service, at the 2014 Sochi Winter Olympics. The games come with the president awaiting an impeachment trial and the country gripped by a severe recession.

A tweet from the Australian team’s official account confirmed a “small fire in the basement of the team building” had prompted the evacuation and no one was injured.

It was the latest incident in a tense week at the Olympic Village, where Australia and several other teams complained about unfinished and dirty rooms before moving in. They returned safely after about 20 minutes.

However, within 24 hours Chiller said “fantastic progress” had been made.

The full International Olympic Committee will hold a three-day session next week, starting Tuesday.

The proposed sports – backed by the executive board and to be voted on as a package – would add 18 events and 474 athletes to the program.

The swimmer’s agent Andrei Mitkov on Monday said that she is ready to file the appeal.
