IOS 9, 9.1 Jailbreak Release Not Happening; Developers can not Find
In the past, Chinese developers Pangu and TaiG successfully released jailbreaks of the different versions of iOS 8, including iOS 8.4. Since the developers encountered massive instability with the jailbroken iOS 9, they have made a decision to only release the iOS 9.1 Beta jailbreak.

The iOS 9.1 beta 4, called the build 13B136, can be availed as an over the air downloadable update via the Settings application on the iOS.
According to the iOS 9.1 Beta 4 release notes, this pre-release comes with a known iCloud Keychain issue where users might receive a “Could Not Set Up iCloud Keychain” error while setting up iCloud Keychain on their iOS device.
In addition to the “iOS 9.1 beta 4”, Apple also began seeding tvOS beta 3, a pre-release version which is compatible only for the new Apple TV.
Apple iOS 9 update is still really buggy despite various patches sent out by Apple and now users are starting to see a significant performance drop which wasn’t there before. Many patches are still being rolled out for the iOS 9 as bugs were discovered, including the one that allowed someone to evade entering the password in order to access an iPhone’s photos. The update will bring a taco, burrito, unicorn, and more to the iPhone 5 in the future.
The iPhone maker also released the third beta for Xcode 7.1, “a complete Xcode developer toolset for building apps that run on Apple TV, Apple Watch, iPhone, iPad, and Mac”, as described on the Apple developer page.

The official release of iOS 9 jailbreak to the public is still unknown. The Xcode is a suite of tools for developing software and applications for the Mac operating system, OS X, and the iOS. The tech giant, following its historic practices, has warned people that the new beta builds should only be used in devices that are specific for software development. This means the public launch shouldn’t be too far away and in fact, October is the traditional time to release the first major update to iOS 9 on iPad, iPod touch, and of course iPhones. This is a huge delay and we’re not sure what causes it. Generally, an update can only improve speed but it seems that Apple has somehow managed to slow down its OS with the 9th version.
