THE Islamic State-related Amaq news agency, citing a source, said Saturday an IS “soldier” executed the attack in Nice, France, on Thursday in response to the group’s call to target the anti-IS alliance.

The language used implied that he may have acted independently and there was no evidence IS was involved in planning the atrocity. Messages seeking further detail were not returned.
