But he said the USA was ready to provide such support if the Iraqis asked. As indigenous forces increase, U.S.-coalition forces want them to move south and build strength with the objective of striking at Raqqah, “the nominal self-proclaimed capital of the ISIL caliphate”, Carter said.
It added that Washington remained committed to sovereignty and territorial integrity in the crisis-hit country, and “called on Turkey to do the same by withdrawing any military forces from Iraqi territory that have not been authorized by the Iraqi government”.

The Pentagon also stepped up deliveries of thousands of antitank missiles, vehicles and other military hardware. Those forces, who include the Peshmerga, are considered to be highly motivated and have proven effective against Islamic State.
